They are decommissioning the city's old fuel oil tank because the barge just brought 3 new ones for future use. When fuel oil costs $7.50 a gallon, I guess it would be worth standing in line for a couple of hours to fill up your tanks for free! It provided us some good entertainment out of our kitchen window:)
